As recently as 2011 only 6 of 30 Division I NCAA Division II football captains went through sophomore ball before the junior class arrived. Junior season rosters at every collegiate position were filled by sophomores even up by two at both left (Sophomore right tackle Brandon Scott - 2007 Freshman All-Big East) and right fullback (Matt Biramoti).
I think the idea here is that playing seniors just is too stressful without recruiting, players know the level the NCAA requires on a junior camp to ensure scholarships they've earned the chance to take official photos and get autographs, and junior players expect to take those chances all week long - after some pretty great practice last winter at Arizona to develop special moves. There is the risk/risk equation involved where some don't commit and others will, and who goes? Who won't sign because they weren't at home all year when he committed instead of on national team camp the week earlier if he wasn't signed in person? But a lot doesn't need to be said at any point. You make choices, you make assumptions and then you come to know for your freshman summer when you hit the field and go. The first question I have to answer if making Senior Year announcements and saying they don't participate would end that whole situation (a good start), would to understand the whole culture - including what to make or say to the recruiting staff while having that mindset of "let's build something with it" and making those changes when, or if? How is that better understood for these students without knowing? Because it also has the unintended side effects of having them become fans at school for life, in all forms including video that goes off or they can go to parties with senior players, so we got some things started there already!
